Primary Health Care Center or we call them PHCs under construction. We have eight going up in Dhi Qar, mostly empty lots with excavations started at this point. The Iraqi sub-contractors are having trouble with local shieks at several of these sites, delaying progress. A contractor was threatened in Al Nasr three days ago to stop work and put the clinic somewhere else, forcing protracted negotiations with the shiek.
